Precept

The Precept is that element of your Council Tax that is paid to Hilton Parish Council.

Every year, the Parish Council draws up budgets and calculates how much money it needs for the next Financial Year. These are usually finalised at the January Full Council meeting and then submitted to South Derbyshire District Council (SDDC). SDDC co-ordinates the other demands from Derbyshire County Council, the Police and themselves and come up with the rate to be paid from 1st April of that year.

Transparency

Income and Expenditure

Summary of all income and payments made in the current financial year. This is a summation of detail covered/authorised in each Parish Council Meeting

2020/21 - details of all income/expenditure for the current financial year, actuals to date, forecast, and comparison with budget, and bank reconciliation

Asset Register

The Parish Council maintains a register of all assets (non-land) owned, showing purchase cost.

Against each item there is a reference to the insurance cover in place to cover loss/damage to each asset item. This is reviewed on an annual basis

Risk Management

    Risk Management is an on-going process. The primary focus of risk is around covering the Council's assets, principally through insurance.

    We are in the process of ensuring that all risks around Health and Safety are properly assessed and control measures built into working practices. No new risks have emerged since last year.

    The other major risk is the loss of key personnel which hasn't previously been addressed. A handbook has been compiled and will be continued to be maintained which details key working procedures, knowledge, contracts.
